It's not Tim Robbins. Robbins would have been a mere High School boy in '75/'76 when
Network
was filmed. His film career had not yet begun. (Check the IMDb trivia section for this film on the subject.)
The guy who claims to have actually played the role posted on these boards some time back, but I can't find it now.

Thank you for your response.
I did think that Tim Robbins would have been a little young at the time but I have seen teenagers that look like full grown adults, so I thought it could be possible.

I could have sworn I saw an actor looking like Tim Robbins. It was not in the assassination scene but an earlier scene, he was a bystander at some meeting.
