Steph tells Tony that the man who let her use her apartment helped her. He helped her navigate the more sophisticated world of Manhattan so she wouldn’t be an “I don’t know” stoopid type. She rewarded him with sex. There was nothing serious.
Tony came to understand this. He just found it hard to break out of his rut and conditioning. Annette, (a terrific performance by Donna Pescow), wasn’t ambitious. She was a honey trap and Tony saw this.
Tony wanted what Stephanie had and in the end she offered to help him with the condition they just be friends. She herself didn’t want to get caught back up in the Annette mindset.

Warren is a bit thick. He doesn’t really understand why Tony didn’t want to get with Steph, even though it was well telegraphed within the narrative. He’s just thinking about superficial attraction and who he liked the best.
