Yes, the sequels weren't planned when the first movie came out.
They came later when Halloween became a success.

Absolutely it can be seen as standalone. II was okay, but it was forced to add things it shouldn't have had to, like the gore that was missing from the original and the whole family connection with him and Laurie. While family gave the series legs, it didn't necessarily have to go that route as a hook for further films. Babysitters to be killed by the Boogeyman would've worked just fine.
