But, it's not. Carpenter and Curtis both explicitly stated in the bluray commentary that it was in FACT "It was the boogeyman."

No it doesn't.
Laurie already stated what they boogeyman is earlier in the film. What the boogeyman is was not the issue.
Whether or not the boogeyman was outside as Tommy claimed, and whether or not it was the guy that Laurie was chased by and she then stabbed in the neck was the issue.
The line at the end is Laurie stating that this issue is now resolved. It was the boogeyman. And Loomis concurs.

Yup, totally agree. She's not saying it in the form of a question. She and Tommy were talking about the bogeyman all night. She's stating that Myers was indeed the bogeyman. Loomis is confirming that very thought.
