Correct me if I'm wrong, but Dr. Ruth used Ephemerol to create Scanners through the Ripe program but used it to control them after they were born?

Yes. I see it as kind of analogous to Ritalin. Ritalin is a drug that acts as a stimulant in "normal" people, but for the hyperactive it paradoxically acts as a calming agent.
