Nell is more of a caregiver in the beginning. But yes, after the Chief's death, she does basically become a parent to the girls and Joey. That's one reason I like the fifth season so much…she really steps up and takes on the added responsibility. Plus she's got Grandpa to look after.
In the final season, the dynamic changes with the girls mostly off-screen. But then Nell and Addy are co-parenting Joey and Matthew. Grandpa seems a tad more independent during the New York based episodes, coming and going, living in his own place. He's no longer under the same roof with Nell. -

All six seasons are currently streaming on the Roku channel.
I had bought the complete series on DVD several years ago. The episodes on DVD have extra tag scenes at the end. Those tag scenes are not included on Roku (meaning the episodes on DVD are uncut). I think the episodes on the Roku channel were shortened slightly to include more ads. But at least they are there for people to watch.
Many of the episodes are also posted on YouTube, but the visual and audio quality varies on YT.
