It seems like Samantha was mid-written in the for two seasons the character was like 12, 13 or 14 and was written like a 5 year old. One episode she thinks she pregnant from kissing a boy and another with her imaginary friend.
I always thought she was too old for that -

I agree. I believe she was supposed to be 13 when the show started, and I didn't think she seemed any older than 11. I realize everyone develops differently, but it was a bit surprising that at 13 she showed no signs of going through puberty and had no knowledge of reproduction, especially w/2 older sisters. If they had lowered her age, maybe they wouldn't have had to bring in Joey when they did, b/c she still would have been a legitimate "kid".

She was supposed to be tomboyish at first-that was the point. Even though Lara was 13 when she started the show, she played a character a little younger than herself. People do that all the time. The idea was that she was the youngest and not at the level of puberty and being interested in boys. By the third season, she started to get interested, as you saw.

Lazy writing and the show not having any experience with 13-year-olds at the time. You should know about sex and periods by then. I'm sure someone in that house had an issue of Cosmo somewhere.

The explanation for the Debbie Jo thing is that Sam couldn't accept the fact that Julie was growing up and interested in boys now, rather that doing the stuff that Sam liked doing at the time. I loved the part when her dad went nuts and started acting like Mommie Dearest there.

That makes a lot of sense! I'm sure with losing her mother and then feeling like she's "losing" her sister it would be a lot for Sam to deal with. Yeah, the Chief's reaction was great! Totally wrong in that situation, but great! I can't say I would know how to react if that were me, I would need to take a deep breath and rein in my frustration.
