This made for TV film sounds very much like the video game soon to be made film Biosphere what with its utopian society and autocratic leader?

I'd say that yes Goliath Awaits probably influenced Bio Shock

Almost didn't click through because I didn't want to read about Pauly Shore. Glad I did - hadn't heard of Bio Shock or the James Follett book. Thanks.

Pauly Shore, haha you are thinking of 'Biodome'
Everything harks back to something else, as far back as I can recall I would say Bioshock, Goliath AND Follett's book all stem from 20,000 Leagues, they may not be submersibles but all 3 are about a utopia beneath the waves far away from society, which is the aim of the Nautilus.
I'm not religious but I'd imagine there is a subaquatic story in the old testament about Atlantis or something that predates all of them, the Bible always has a story relating to something.
Opinions are just onions with pi in them.
