No. It's demented. The really crazy thing is that they don't bother telling the audience who either saw her two minute appearance in Halloween two years ago and are unlikely to put her together, hair or no hair, with that scene. She just turns up and Loomis goes "Oh it's you."
Why is she even there? (It was so Nancy Stephens got another gig as thanks for appearing in the first bur that's neither here nor there).
Get this. After learning about the Haddonfield murders that took place a couple of hours ago and reported a while after, the governor thought that the escaped lunatic who is responsible' doctor helping the authorities would be "bad publicity". Soooooo. They get nurse Chambers out of her bed (she was so traumatised by the events at smiths grove the night before that she's been for a makeover in the meantime, apparently) and tell her to go and convince Loomis to get out of dodge, with a state trooper to make him go if that doesn't work.
But that's not all. Before despatching Chambers, the guv takes the time to break open and read crucial information about Loomis's patient that the Doctor isn't allowed to know but is told to a nurse who is not allowed to tell Loomis!
Following all this? Remember, the state of illinois has taken all these decisions and carried them out in about the space of two hours, tops!
If that isn't a ludicrous enough stretch, consider this. How the hell did Loomis nor know that Michael had a sister? How in the hell did he never find out if the Myers had any more children? Why, if it were even possible, would the state conceal this fact from Loomis? What the hell is going on?!
Beer. That's what. Six pack a night.

Not to mention the fact that this very sister that Loomis had no idea existed was brought into visit Myers. I'm sure Loomis was there when this happened. Wouldn't he know or hear that Myers was being visited by his sister? And another thing, if all this stuff was sealed to protect the family (ie. sister) why was she taken in to visit him? Doesn't that sort of negate the whole secret?
I doubt Carpenter would admit this, but I'm starting to think that he came up with all this convoluted crap on purpose.

John Carpenter and Debra Hill had no choice but to come up with that convoluted crap since Universal Pictures demanded a sequel whether they liked it or not.

            Totally!
Mr 626 will no doubt attributes it to the at the time non existent and to date still half baked, never thought through, bull sheet Thorn curse/conspiracy/apology/excuse/insult.

Sorry if this was said before, but the others are on ignoreit was a subtle joke considering Laurie with her wig covering up her cut hair from the Fog and Marion's new look also considering it was released 2 years later. So people's hair changes in 2 years even if the film was written for the same night.

OK, but isn't that the job of the filmmakers to avoid continuity flubs?

What in the actual fvck are you talking about?
Loomis is making jokes based on the fact that Laurie, whom he hasn't seen in the movie yet is wearing a wig, and that Chambers is wearing a different hair style? Surely the previous night wasn't the first time he had seen Chambers, so he had to have known what she looked like with her hair down and not in uniform.
You know who he should have said this to? Michael, seeing he was wearing a mask that had 3 years worth of deterioration in the matter of about 18 hours!

So it was deliberately meant to confuse the audience who don't know and never find out who the woman is. They just know that Loomis didn't recognise this woman.
They wrote a joke that makes no sense in relation to a barely rememberd one scene part from the first movie because she isn't wearing her uniform hat in order to highlight the fact that the lead actress, a different actress, is wearing a wig. Instead of Loomis saying to Laurie that he didn't recognise her.
                      Of course.

There's a lot of plot holes, continuity issues, and convoluted crap in the original too, you know, Gor. The hardware store alarm going off long after he had the mask, Brackett not smelling the pot, Palm trees, wrench tied to hand to break window, and the window later seen intact. I mean, give me a break.

Halloween II is a little messed up - but I just chalk it up to part of its charm. If the great Donald Pleasence kept coming back after all these goofs, then I can keep coming back to watch it!
The whole idea of the shrouded secrecy to protect the family can be boiled down to that extra can of beer that Carpenter downed and I'm good with that.
I will placate those that take serious issue by saying that if he simply just kept coming after her with Loomis and Laurie wondering "Why her/me?" and then they still go down in flames - the continuing unexplained reasoning might have worked just as well the 2nd go-round

Didn't have to be his sister. That was the beer talking. Could've easily been unfinished business. I mean Michael did chase Laurie from the Wallace house to the Doyle house, even after he got stabbed in the neck, then the chest, he kept coming. I think after the neck stab I'd have said screw this, I'm outta here. But his psychosis and his "mission" might have overridden his self preservation instincts. No witnesses, no one left alive.

I see this line as tongue in cheek insider joke. The film was made a few years later, yet is set one night later after Myers escaped and attacked Nurse Marion to steal her vehicle.
Donald Pleasance wouldn't have likely seen her for a few years regardless.
