for Ben Tramer's accident and even more out of spite for blaming him on Annie's death.

It's not his fault Myers got out

Could have, but I think being neatly burned to death, if you follow 4, or if you think like some he died in II, then it's a moot point. Did he point a gun at Ben Tramer? Yes. Could Tramer have done anything, spoke, removed the mask, not walked into oncoming traffic, to prevent his death? Yes, but he was drunk. So it's all a slippery slope on who's to blame. I think both are to blame, honestly. Myers paranoia and Tramer's lack of common sense. In movie terms, though, it was just another needless death to up the body count. The audience knew it wasn't Michael, which Loomis found out soon thereafter. No real point except filler.

Yes, Ben Tramer's situation seemed like a double edged sword.

It helped with plot filler like you mention and provided a shocking sequence for the film. It didn't have to happen though. Loomis was rightfully paranoid, but it was also a knee jerk reaction that got this kid killed.
His buddies later on mentioned that he was missing and drunk and they were worried. How horrible for them to have to find out the truth later on. All those bodies piled up within the context of both films, being the same night and families having to deal with the bloody slaughter of their members.
Norman! What did you put in my tea?

No, its not Loomis fault Myers escaped from Smith Grove but Brackett's anger over Annie's death held Loomis responisible and out of spite could've arrested Loomis for Ben Tramer's accident.

That would've been quite the different movie. Brackett also could've come in all Rambo like and shot up Myers.

I think Brackett should have arrested and charged Dick Warlock who was driving the car. Speeding straight into a pedestrian who was clearly visible and mowing him down, hardly passes as an accident.
Clearly Warlock wiped out Tramer because he was outraged at him for imitating his robot walk and almost doing as bad a job!

For the life of me I can't understand why he was driving around like that. I understand there were murders and Myers was on the loose, if the policeman was looking for him wouldn't you think he would have a better chance of seeing him if he was driving at a normal speed? Especially with kids out and about. And another thing, did he not see the truck sitting in the middle of the road which leads to yet another question. Why would there be a truck parked in the moddle of the road?
Don't call it a comeback. I've been here for years. I

Indeedthe scene reminded me of DEATH RACE 2000 where Carradine, Stallone and crew are tearing around in their motors scoring points for mowing down pedestrians!
To think the Tramer scene was filmed intending to look like an accident is quite a laugh each time you watch it.
You'd think a guy half-drunk had written it!
The guy doesn't even dash out into the street suddenly - he slowly robot-walks out there Warlock style and in an instant is flattened by the cop car that seemingly aims for the van further down the road to squish young Tramer just for good measure!
Then Warlock has the audacity to exclaim to Brackett "He came out of nowhere!"..No Dick - he came from the sidewalk like most pedestrians..YOU came out of nowhere..with speed and recklessness I might add!
I do like the scene however..it always puts a smile on my face.

As much as I love to watch this movie it's even better to watch and spot all the mistakes. You could make several drinking games out of this:
Take a shot whenever a character does something asinine
Take a shot whenever a hospital employee neglects their duties or acts irresponsibly
Take a shot whenever something makes no sense to the story or isn't logical in any way
Take a shot whenever a scene is padded for the runtime
You'd be drunk off your ass afer the first half hour and praying to the porcelain gods.

He came out of nowherehe couldn't stop.
Notice the cops were barreling down every street, even by the hospital, which never saw Michael on the sidewalk walking toward it. But that one did have the siren on, unlike the one that hit Tramer. But then again, the audience would've heard it coming.
