27 and 08 - different mining colonies?

I got the implication from the different numbers on the miner's clothing that there were - at least - 27 different mining colonies on Io, or at least that many on the various moons of Jupiter. Did anyone else get that idea?
If that's true, at over 2000 people per mining colony, that's over 50,000 people at Jupiter. That's a helluva lotta people, no?
I want the doctor to take your picture so I can look at you from inside as well. -

Yeah, yeah, and there would only be one-sixth gravity on Io, and there wouldn't be exploding heads, there wouldn't be zero G in the prison cell, yadda, yadda, yadda. That's great that you're up on your physics. So am I.
Forget all the plot holes. My question is a simple one. In the universe of the movie, is the implication of the numbers on the shirts that there are about 30 or so of these mining colonies? And therefore, 50,000 or more people out on Jupiter's moons?

I've always assumed that Con-Am 27 was simply the 27th Con-Am mining outpost in total, rather than the 27th in Jupiter space - we have to assume they have mines elsewhere. Perhaps the miners are ferried throughout the solar system, wherever there's money.
Or perhaps it's the 27th mine on Io - because the first 26 were swamped by lava, collapsed into crevices, blew up, etc, and only the patches survived.
