Please: Help with sentence (minor spoiler)

I've seen this movie twice, but it was long ago, there is no DVD available and I cant even get a VHS recording since I'm not from the US.
So I have to depend on my memory for this point: Somewhere near the mid-part of the film, U.S.S.R. Chairman Gorny is talking to one of his grandchildren, and he asks him to define himself and his goals as a member of society.
I vaguely remember the sentence going somthing along the lines of: "I must (or should, IDK) struggle to become a better citizen, not a superior citizen".
For no apparent reason, my inability to precisely quote this line bothers me a lot.
Could any of the readers help me with this?

I think it was: "yes papa, I must remember that I am not to clever to forget to think and I go to school to be a better citizen not a smarter/superior one."
