just ordered the pipeline to be dismantled on there own accord then having the Russians destroy it. I was taught in history class during the 80's that if the U.S. was invaded by a large foreign force on American soil that the U.S. would launch a static nuclear attack in those area's. I believe if the small force of Americans holding the post in Alaska would have damaged the post, what else could the Russians have done. However, things were all ready so much out of control by then with the launching of bombers and what not, it might have been to late.

What is a "static" nuclear attack?

Halfway through the movie, the U.S. President was advised that an American sub armed with an experimental Hacksaw nuclear missile could've taken out the Russian Desant unit. The President declined because he didn't want to risk taking out the valve station instead. He should've launched the missile; as it turned out, at the end the Russians took the valve station, killing all the American defenders (both military and civilian).
