in Shadow in the dark the Miami vice department are investigating this man who was breaking in and some times killing women , but would vice really deal with that ?

If I remember correctly, the guy in
Shadow in the Dark (1986)
never killed anyone, but the feeling amongst the detectives was he was moving closer and closer to the people in the home and the fear was he was eventually going to kill someone.
With that being said, you bring up a very good point. They really took liberties with situations like this throughout the series. Other departments would definitely handle a number of the cases in real life.
Personally, this is one of my favorite episodes, as Chuck Adamson (the guy who took down the real life Neil McCauley - made famous in
Heat (1995)
) wrote the script.

He wasn't killing anyone. Yet. The initial investigation was by Robbery (that squirrely Lieutenant in the beginning). I forget the exact reason why they brought in Vice, but there was one. I think it had to do with extra manpower and bringing in a different perspective.
If there were a sex or drugs angle, Vice might be involved. Also, more police resources would be devoted by the department to a rich neighborhood (which that was) than a poor one.
