considering so many of the toys were just repainted molds, ie prowl bluestreak smokescreen, and ratchet ironhide, why would the characters who are TWINS NOT have been the same mold?

Actually, Sunstreaker and Sideswipe were not "identical" twins in the Generation One Cartoon, and the toys did reference those differences.

Oddly, I think Red Alert, who was the same model as Sideswipe (just with an emergency light bar on top) should have been Sideswipe's twin.

Actually having some sports cars in the Highway Patrol Motor Pool, actually makes sense. You can't catch speeding Lamborghini's with a Chevrolet Sedan
But a Fire Department Chief having one, that does seem a bit wasteful, because FD Chiefs usually arrive on scene after the Fire Trucks get to the fire. It would be cool to be drive around in one though.
Don't get me wrong, I don't think the idea of the "Red Alert" character was stupid He just didn't have much of a "disguise" since he would stand out too much.
I think Decepticon Police Car "Barricade" in the new Transformers Movies is one of the greatest Decepticons ever created in the Franchise. Great Anti-Hero disguise. "
