I was in Rio three years ago and spent most of the time with a guide who is a native Carioca. He said that Brazilians largely see nudity as vulgar. Are there topless ladies on beaches of Rio? Yes. But not as many as one would expect based on peoples' perceptions of the city. There are nude beaches, I understand, but again, they are more off the beaten track.
Bathing suits are indeed skimpy, but nudity isn't as accepted as some might think.
Or so my guide told me. -

Attitudes toward nudity differ from family to family. It is true that it is frowen on in most Western families. At the opposite end of the spectrum are naturist families in which non-sexual nudity is the norm.
That being said, neither of the familes in "Blame It On Rio" are naturist families. The nudity of the two daughters in this case is not just the fact that they're in Rio, but the fact that they both have a rebellious streak in them. They're basically both saying, "look what I'm doing, Daddy, and you can't stop me!" without actually saying it.
On a side note, one of the co-writers, Larry Gelbart, was a regular on the usenet group rec.arts.mash before his passing. The topic of this movie once came up, and in particular this scene. He was on the set that day, and would later look back on it and say, "Notice how it only took a cuple wisps of hair to cover up Demi's boobs. This was definately the pre-implant Demi!" -

I wouldn't feel comfortable being naked in front of any of my family members. I don't mind nudity, it's just I don't want my family nor friends to see me naked o.O

We are only three members in our family, me, my wife and our teen age daughter. We are very comfortable with nudity among us. Not that any of us ever goes nude for hours in the home but than we are never embarrassed too if, by chance we see each other without clothes while coming out of bath room, changing clothes or any of such accidental circumstances.

It's OK when they just turned around and were caught by surprise but I found it odd that they wouldn't cover up when they were standing around having a long conversation with each other.

I'm a guy so can't really answer.
I'm French and there is no law against showing boobs here, so no such thing as a topless beach.
I will say that when you're on a beach with plenty of boobs around, you don't spend your time staring, it becomes normal.
