Almost 70% of voters gave it 10 . . .

Those that would rate it low on IMDB probably wouldn't get past the first 5 minutes, would NEVER watch anything with subtitles, and god forbidsomething with black and white footage!
FWIW it's rated at 9.1 at this posting date. -

And the highest votes came from women (of all ages).
What does that tell you?
(No, really - it's a genuine question. ;))
What I find FAR less reassuring is the fact that, to date, only 964 people have cast their vote -

On the female question - we don't know if mostly females watch it or of all people that watched it mostly females feel the unavoidable urge to go and rate it but we do know that of all people that watched it most think very high of it.
And it is nothing to be less reassured, au contraire! The fact that of all people who finally have allocated time to see it so many gave it such high ratings is really assuring, even if it is only a small number of people. (Unless we know for a fact they ALL are friends and relatives of the film crew, which I seriously doubt.) -

I just finished it, it's my first viewing. Remarkable series, one of only a handful I would deem worthy of a ten. (I was gonna make some cheap gag then about Hitler giving it a NEIN but thought better of it)
I found it so engrossing, every character was beautifuly realised and the stories were unpredictable which kept it interesting.
Brilliant television.
