Your use of the term "boobies" to describe what adults refer to as "tits" indicates to me that you're probably too young to be looking at them.

There are 8.2 billion people in the world. 8.19 billion of them have never heard of and don't give a fuck about Charlie Kirk. Get over it. -

Romeo & Juliet (1968) I believe showcased male and female ass as well as female boobage and it was rated G.
"Barry Lyndon" features both violence and nudity on a several occasions yet is rated PG.

I dont know if this qualifies as a PG movie, but the made for TV miniseries Roots had boobies. I was in grammar school at the time and they were the first boobies I recall seeing on TV. It was funny because the women supposedly never wore anything up top yet they had bikini top tan lines.

sorry got nothing, but I guess its the way they are displayed, those boobies were about admiration (from girls) not sexual, hence rating.
In Airplane, they were comedy relief and not referenced sexually either.
Titanic, they were for "art".
Just like you if not for sex purposes, I don't remember them in movies but I would have at the time this was released seeing the star, Molly, was a girl I did not look twice at. I think only girls found her attractive (like Cate Blanchet) -

The original Clash of the Titans from the 1980's had some topless scenes in the beginning when Perseus was being raised and it was PG. Also, the movie Dragonslayer had full rear female nudity (though it ended up being essential to the plot) and it was also PG - and a Disney movie (not animated) if that helps.
