(sigh) These guys who ran Quitters Inc. were the MOB. Yeah, he could have called the cops, but who knows if the cops were paid off or if some of them were clients??
And in the short story, there was this line - Morrison thinking to himself: And if I go to the cops, the local goon squad will be around to reaarange your face, Cindy.
So at least in the short story, it was clearly explained that there would be dire consquences for Morrison's family if he went to the cops. -

are we missing the point that Quitters Inc was ran by Mafia? they would find them anywhere thay ran and in some cases the police are either owned by the Mafia or paid off or simply look the other way for their own safety

Police protection? For what? The police are not anyone's personal security. You think you can just go to the police and ask nicely and they will protect you 24/7? The police have no responsibility to protect anyone, only to uphold laws. Talk about a brainwashed statist.
Besides, the cops were probably all paid off anyway. -
