Henrique and Sully must-have went back to Matrix's place to get his Passport to fly. And given all of General Kirby's men were wiped out. How was that an easy task?
Or failing that, Henrique and Sully must have been with Matrix while sitting in the booth getting photos taken for a new passport.
Matrix did not need to pass any message to general Kirby through Cindy as with Henrique dying on an aeroplane to Val-Virde with John Matrix sitting next to him, and vanishing. He could put 2 and 2 together given Matrix's last mission was to overthrow the president with the new one. And yet seemingly didn't.
The second Matrix and Cindy got off that plane home the police would have been there arresting them. They did rocket launch a police van in a public street and kill a bunch of people after all in full view of many and smash up that mall.
