I saw this film in 1987 and again last night.
DeNiro was wearing a black veil with a hat. He was totally dressed in black like one of Lucifer's minions.

I expect that it is meant to signify that Satan is unmasked. Finally. While he is under the pseudonym Louis Cypher he is in disguise and, therefore, bearded. But why the long fingernails? An allusion to Nosferatu?

The devil in the film has taken the form of Harry Angel, this is why on Favourites first meeting mentions haven't we met before. It is the devils intent for Favourtie to remember but not before dragging this to the final conclusion. The facial hair not exposing him completly. This is a man who felt he could out smart him. As he comes closer to the true the figure he is always trying to face in his dreams and in the harlem church is face of Angel. De Niro is the soldier (Harry Angel) who turns round on new years eve in the flash back. Angel who's own soul has been given to the devil is watching his demise also.

Yeah. It could be argued that Cyphre wanted to take on the guise of Harry Angel, the man whom Johnny Favorite killed ages ago. Cyphre was obviously testing Favorite (Rourke) to see if he could recall the events, or if he was just trying to cover it all up. Which of the two Favorite was doing is up to the audience. Personally, I think Favorite was doing a bit of both.
As for the beardless Cyphre; he's finally showing Favorite his real face at the time of the murder.

Ummmgetting back on subject, it is indeed DeNiro whom Rourke runs past. The scenes featuring Cyphre had all been done, and DeNiro, who had sported a full beard since before filming started on 1986's The Mission, was keen for a shave, and he and Alan Parker thought it would be a good head-scratcher for the audience: "Hey, wasn't that..?" I didn't figure it out until I heard Parker's commentary on the Special Edition DVD that came out a few years ago. It's a curiosity, but doesn't actually add any "meaning" or further the plot in any way. Great film, though.

                                Interesting.
This reminds me of something else.I have sen DeNiro act in a variety of films but the Cyphre character is unforgetable, but just recently I figured out why.
His portrayal of Satan reminded me of somebody.someone familiar, like DeNiro was imitating somebody (like somebody he personally knew) and pretending to be Satan at the same time.
Now the beard clicks in my mind.
So let me ask youwas DeNiro imitating Martin Scorcese while doing Cyphre?
                                Am I nuts?

You know, it's funny you should mention that. I actually just watched The Mission recently after seeing Angel Heart and couldn't help noticing that Robert De Niro had the exact same beard. It was strange seeing him looking exactly the same since in that movie he plays the exact opposite of Louis Cypher.
If Clint Eastwood and Chuck Norris got into a fight, Clint Eastwood would probably win.

                                          Louis Cypher = Lucifer.
How hard could it be to guess that?
