What is it with 80's flicks and that theme where someone creates this vocal sound repeatedly over a synthesised beat?

Is it a popular track used in many films, or a trait of a particular composer? It's been driving me nuts for years, please explain! -

It's the song "Oh Yeah" from a German group called Yello who were particularly popular in the 1980s. The song was used in quite a few films, including Secret of my Success and Ferris Bueller's Day Off.
