Yep, she should have been floating as well, not falling, since there is no gravity in space. And yes, the first thing out of my mouth is just how is she breathing in space when there is no oxygen.

In the comic adaptation of the film she is in a space suit (apparently Nuclear Man had time to pick one up)

I'm guessing that it was another special effects goof! The background plate was suppose to simply represent the skies over Metropolis, not literally outer-space!
That's probably the best "explanation" to why we see this. I remember as a kid this scene made me think you can breathe in space.
