    He did come back because the dog urinated but the reasoning behind wasn't explained. If you remember in Dream Warriors, when Freddy's bones are buried, they were poured with holy water which is supposed to be clean and pure. So, when the dog pissed on the bones, his piss is obviously impure, unclean and that brought him back lol.
    That would make a lot more sense if it didn't happen in Kincaid's dream. I mean they had to bury and purify the remains of Freddy in the real world, so wouldn't the remains have to be desecrated in the real world too?

        I am going with Kristen's fear digging him up and the dog was like a watch dog warning her when he bit her.
        Then again, maybe Freddy's bones where dug up in the making of a mall?? It was 1988 after all. lol

                  Kristen's fear brought him back. Kristen's telepathic gift to bring others into her dreams is a BIG plot point in the story after NOES 3. Not only does it give her superior ability to control her dreams but it allows her to bring others in on her nightmareswhich, if used to Freddy's advantage, helps him spread fear like a disease.
                  In NOES 4, we see Kristen go to the Nightmare House. She scares herself and brings in Joey and Kincaid. From what Kincaid tell us, this is a common occurrence. Joey tries to comfort Kristen by telling her Freddy is dead and gone but, as usual, Kristen's irrational fear won't let her believe it. Freddy WAS in fact defeated but the trauma she experienced in NOES 3 has her obsessed with constantly checking and attempting to bring in Joey and Kincaid on her obsession.
                  What's important in this scene, however, is that Kincaid's dog Jason was somehow brought into the dream too (I'd assume because he was touching Kincaid as he was brought in). Jason attacks, scaring Kristen, Kincaid and possibly Joey. It's my theory that this sudden burst of fear was all Freddy needed to come back. Not one but THREE of the remaining Elm Street children were afraid in his house all at once. Sure, Kristen's constant paranoia was annoying but it wasn't enough to convince the boys. But, once that jolt of fear from seeing Kristen being attacked happened, they all believed for a just moment that Freddy could possibly come back.
                  So, yeah. The dog didn't "bring" Freddy back but for Kincaid, as we see in his nightmare, it was a symbol that he was now afraid that Freddy COULD come back.
                  Side-Note: I also like how covert Freddy handled the remaining Dream Warriors. If he had gone for Kristen first, she would have brought in the other two boys and they would have stood a chance. If she had gone for Joey first, he could have used his sonic screams to alert Kristen so she could have brought Kincaid and herself to him (also, using the water to suppress Joey's powers was genius). Kincaid was the only one with no means alert his teammates. Freddy took out the strongest, then the "tornado siren," and then the last hope anyone had of winningwell, except for the fact that Kristen just HAPPENED to be besties with the Dream Master. 😛

                          In Freddy's Dead (nightmare 6) they spell it out:
                          The dream demons (those who gave Freddy his powers) won't allow him to die as long as he's in the dreamworld. So no matter what they do to him, as long as he remains in the dreamworld, he simply cannot be destroyed. Fought, headed off, weakened, but not destroyed. Hence, he can and will always come back.

                              The whole idea that Freddy comes back through fear was invented for Freddy vs Jason. No one even knew who Freddy was in the first couple of films, and that didn't stop him from turning Johnny Depp into a milkshake.
                              Kincaid's dog could effect the real world. This was shown when he bit Kristen. So Kincaid's dog digging up Freddy equaled Freddy being dug up for real, thus undoing the events of Dream Warriors.
