Well, in Rick's defense, it's MUCH easier to rationalize the situation than to believe an hysterical story from a grieving sister.
Keep in mind that Rick knew Kristen was previously in a psych ward for suicidal tendencies (in the original NOES3 script, it was shown that much of the school knew Kristen Parker tried to kill herself). Sure, the truth was it was actually Freddy but I doubt Kristen mentioned much about the experience so as not to seem any more insane than her school or even friends thought her to be. Would you really tell your boyfriend you not only have psychic powers BUT you discovered them in a psych ward while being attacked by a child molesting demon? Oh, and that you have these other powers too that make you super flippy and so do your friends who were also in a psych ward for attempted suicide? He'd break up with her on the spot. That or tell Kristen's mom that she's still having "episodes" out of concern for her relapsing into psychosis.
Additionally, as far as Rick was concerned, the other two guys who died were also psych ward patients known for their suicidal tendencies and outbursts. Based on Rick's comments of Joey and Kincaid appearing "spooky", we can assume they were more outcast than even Kristen. Not too hard to believe that Kincaid committed suicide, Joey followed in grief, and Kristen did the same in some sort of "mass suicide" attempt.
My point is it's much more plausible to believe the three previously suicidal teens had relapses into previous behavior and killed themselves than to believe a supernatural killer is stalking people's dreams. If I were Rick, I believe my weird sister was losing it too, trying my best to convince her NOT to be like my girlfriend who just burned herself alive. -

Pretty much. Either no one believes you and writes you off as insane OR they do believe you and now Freddy's after them too. It's a lose-lose situation. In fact, the entire reason Freddy was able to return in NOES4 is BECAUSE Kristen wouldn't stop being afraid. she kept going back to the boiler room hoping Freddy's wasn't coming back that she managed to put fear into Kincaid and Joey too. Having the remaining Elm Street Children all afraid at once was enough for Freddy to "dream himself up" and start attacking again.
The only way to truly defeat Freddy after
NOES6: Freddy's Dead
is to completely ignore him and hope he goes away. By then, Alice isn't strong enough to stop him because he's been steadily gaining souls but she OR Jacob haven't been gaining the powers. Thus, they're no longer equals anymore. Maggie killed him in real life but he somehow found a way around that. Heck, even after Jason defeated him, Freddy still managed to live on in HIS dreams because (sad to say) Jason is just an angry little boy in a constantly resurrecting super zombie's body. Thus, the little boy in him is ALWAYS afraid Freddy may come back and thus.Freddy always comes back.
