The reason it seems as if the dog was killed is because Riggs says that the South Afrikans "killed them both."
Who or what was killed by them secondly, if the first person they killed was the girl?

He may have thought the dog was killed. That's it. The dog, Sam, was at the beach when Riggs was carrying her body around.

Sam the dog was alive. He was clearly there with Riggs when he mourned Rika carrying her body around.

I didn't notice the dog but I'll obviously take your word for it. It was just confusing that he stated that "they killed them both" when he was saying that he wasn't a Police Officer tonight, and that his mission to kill them was personal.

I was pretty sure that he also said that his wife was killed in a car crash, coming home from a planned dinner that he forgot about due to his busy hectic schedule at work.

The bad guys accidentally killed Riggs wife thinking it was Riggs in the car and they covered it up to look like it was an accident.

I'm confused, I guess. I didn't think they ran across these South Afrikans until Lethal Weapon II. Was there a prior investigation or case? Rigg's wife was deceased prior to Lethal Weapon I.

Right and "Adolf" Vorstedt from Lethal Weapon 2 is the man responsible for her death (which happened prior to Lethal Weapon 1) as he confirmed to Riggs. But Vorstedt meant to kill Riggs and when he realized it was Riggs wife in that car he covered it up like it was an "accident".
