The English aren't a race. The Jews are.
I didn't especially care for Peter's dismissive attitude towards England and the English, which is particularly weird when he ends up marrying one, but admittedly most of the English people he meets in the film are upper-class jerks, and to be fair, there are a lot of upper-class jerks in England.
