      Essentially, yes.
      Burke took over Batts shylock business while Batts was in the pen. The situation between Batts and Tommy really happened, but Jimmy had a horse in the race, hence the reason he helped kill Batts.

          In the dialogue between Batts and Jimmy just before Tommy comes back Batts is agitated and Jimmy seems to be giving him bad news and Batts is agitated.
          Jimmy:
          You been away for x years.
          It's different now.
          Batts:
          I did my beep time, Jimmy.
          I came home and I want what I got to get.
          I got mouths to feed.
          Of course it doesn't explain what exactly was going on but I always noticed it as maybe bad blood between the two.

            I always wondered how Batts would get his territory back. Since Batts was with the Gambinos and a made man and Jimmy was with the Luchese but not a made man. Would the Gambino's force Jimmy to give up the territory and he would take it or would he be allowed to go to war, since you cannot touch a made man unless you have a sitdown.

              Depends on how they chose to look at it.
              By the letter of Mob law, every made man takes priority over every unmade man. So because Burke was not made, all his holdings would go back to the Gambinos. Thats how the mob is supposed to work. Otherwise, there is no reason to get made and have to answer to all those rules, heirarchy, kicking up money, etc.
              But the reality is probably that because its Jimmy Burke and Jimmy Burke was Varios earner, things would be a little different. Vario was not your typical Capo. Vario was likely at one point a consiglierie before stepping back. So Vario would have probably interceded and either arranged for Burke to keep his rackets for a substantial price (paid to the Gambinos) or included them in his own holdings (so then its a made guy vs another made guy). And though the Gambinos were damn strong at the time, nobody wanted a war with the Luccheses. They were definitely fairly strong as well.
              In the end, money always takes the day for these guys.

                Yeah, I know that was an extreme way out of doing something but you should understand when you realize just how lousy of a tipper Billy was.

                  Jimmy wasn't a made man, but he did have a high level of respect on the street, and was basically backed by a crime family. So Batts had to show him some level of respect, even though he didn't really want to. Even if Batts just went ahead and muscled Jimmy off of his old territory, there was a risk of a repercussions, even though Jimmy wasn't a made man.

                      Basically Batts and Tommy had a fight. Batts lost the fight with Tommy.
                      The thing was Batts was still untouchable (meaning on a no kill list), so that's why the crew had to hide Batts' body and not tell nobody.
