i think it's the overacting. melodrama bordering on vaudeville style.
but more than that they also seem wooden, camera conscious. almost as if someone MADE them too aware; (the director perhaps?) and the fact that it's across the board, with ALL actors in this movie is telling. that says it was systemic somehow, againi probably the direction.
another point is these guys have all made good stuff before and since (bien, sheen, paxton) so really it's just THIS movie which is the issue.
so, again: the director?
i really don't know but it's glaringly obvious. what do you think? definitely cheesy huh???

Michael Biehn mentioned in an interview that they screwed up the tone and didn't know whether to make it serious or an action comedy. He wanted to make Top Gun. I agree with him, parts of the film are uneven and the directorial style can be uninspiring and dull in quite a few sequences. I guess that leaves a bad impression on most of the people watching this and I understand why they all think it's a bad movie. I guess you have to be into this genre to appreciate it, it's kind of like an acquired taste.
That said, I think the acting was fine. There was some melodrama when the guy died but other than that there wasn't much bad acting in this if at all. In fact, I'd say Biehn and Sheen's performances were probably the best thing about this film.
It's just your regular late 80s/early 90s action shoot em up adventure yarn. You take one look at the title and know you're not meant to take anything seriously. The movies of that era should come with a disclaimer "made for watching with beer and chips only". I've seen much worse than this. Navy Seals has always been a personal favorite since I saw it on my cable tv movie channel in the early 90s. It's a not a great movie but its action scenes, characters and one liners are more than okay, and that's the main reason you sit down and catch these type of flicks.

I think the phenomenon is due to hindsight. War(ish) movies with no period war to speak of always seem dated after a short time. Delta Force, Uncommon Valor, The Rock. You remove the historic element, make it entirely fictional and it becomes more of an action movie than anything. This is why movies like Full Metal Jacket seem timeless instead of dated. When Delta Force came out, it was literally as accurate as you could get for the time. Watch it now, yeah we laugh.
For this movie specifically, I believe it has more to do with the writing. Chuck Pfarrer created this story, he had a lot to do with supervising the script and production. He had been a SEAL Officer and he injected a lot of his own bravado into this movie. The music, the scenes in bars, on the beach, jumping off a bridge, thats all him. While he a is at present a controversial and dated expert, when he made this movie I think he captured the moment at the time. The settings and general feel were very accurate.
That period was to simply put it, cheesy. To compare the overall cheesiness of a whole movie to one scene from another movie, Navy SEALs v. The Volleyball Scene from Top Gun. Most people today look at that scene as homoerotic, cheesy, gay or whatever tag you want to assign. But in 1986, I truly feel it was highly accurate for the time.
Im in the Navy currently, in the same locale. I have spent the majority of the mid 90s to now in Hampton Roads. A good deal of that time in Little Creek. I also spent my formative years from the early 80s to the early 90s in Norfolk as a Navy Brat. I felt at the time the movie was a good representation. Even now, when I can pick apart every little detail, I still feel its a good representation. I agree its cheesy in many ways but, not only do I think it was intentional, I think its a sign of that time.
