My guess is that they were the worst of the worst. Miggs is obviously a multiple murderer and probably a nasty one at that. More likely these men are serial killers.

I agree. I thought that too, that these were the 'worst of the worst' in terms of the criminally insane.
Most offenses, most violent, most needing of constant observation, most prone to escape, etc. etc.

I wondered about the "perspective" … their cells are spaced several feet adjacent and yet Lecter and the other two prisoners seem to have no trouble seeing that Miggs has thrown his, uh, stuff at Clarice.
