Hannibal has been following the Buffalo Bill killings and knows who Jame Gumb is and where he lives, so he makes a drawing with the perspective of Buffalo Bill's hometown.

"The Belvedere" is a fort in Florence, Italy; Lecter wasn't drawing the view of Florence one sees from a small town in Ohio.
But it is possible Lecter chose that particular view because the Belvedere and Buffalo Bill's hometown share a name. -
