Robin Williams' sad/sweet, almond eyes (especially in shots where Genie's eyelids droop) and thin-lipped smile that disappears under his downward-slanted, bent, pointy nose are very much present in the animation. Robin's face is unmistakably present in Genie.

You don't seem to know anything about animators using character models and facial characteristics/expressions of voice actors, so, yes, you really are. Rather than mocking the OP, if you had known this, you'd have said Yes! It was intentional!

Robin Williams is a bit hard to miss both vocally AND visually if you're old enough to know who he was. Back in 1992, just about everyone on the planet recognized Robin in Genie and Disney used his immense celebrity to advertise the film (against his wishes, actuallybig falling out with Katzenberg over it that led to him not appearing in Return of Jafarand even kids noticed Homer!Genie wasn't Robin).
