Cheers by a country mile. I've watched the whole series several times.
I've watched Frasier in full but just really don't get it's appeal. The characters just aren't that likeable, the brothers are stuck up and their father is whiny. Daphne just seems completely oblivious to Niles' infatuation. The characters at the radio station are just too caricaturish, except for Roz.
I'm not saying it was a terrible show but I don't get why it is held in such high regard. -

I literally stopped watching after Robin used her computer to get company info and she STILL wanted to be with him
I always really enjoyed the farce element to Frasier.

Actually I just looked it up and while it's true many people weren't fans of the storyline the reason it was dropped is because in real life Kirsty Alley had a miscarriage, and that pregnancy was what they were attempting to write into the show.
During the first half of the tenth season, Sam and Rebecca try to conceive a child, but they realize they have no feelings for each other and then decide to stay friends (the arc was originally to write in Alley's pregnancy, but was scrapped when she unfortunately miscarried).

Cheers and it isn't really that close.
Frasier was a mildly entertaining show. I chuckled a few times. One episode was genuinely funny. Whereas Cheers had whole seasons where every single episode was funny.
A couple of those Frasier Emmy wins should obviously have gone to Seinfeld.
