The townspeople adopt them out of fear that their corrupt activities, which contributed to the disaster will come out.

People make excuses for killers all the time. He (or she) had a bad life, went through a lot, wasn't in a good state mentally at the time and wasn't aware of their actions, etc. I find it plausible it could've been the same in this case so they adopted the kids as like a second chance.
