We don't know whether or not someone made it up. There is a scene cut out with Sylvester Stallone fighting Jesse Ventura. I think it's in the video files of the Sly Stallone character with Arnold Schwarzenegger. The Demolition Man arrested allot of criminals.

He could've been cut out. There is a scene cut out when there are newer cryocons in the first batch killed by the Sylvester Stallone character when also he fights the cryocon played by Jesse Ventura. Maybe Arnold Schwarzenegger had a cameo as a new recruit. I think he was in the video files. That's got to be an unknown saying "you get off me".

Well the only "cameo" was when Sandra Bullock's character mentioned
"the Schwarzenegger Presidential library. Wasnt he an actor when you.."
then Stallone's character interrupts her
"stop! he was President?" -
