O-Dog's crazy ass cocked the pistol, which puts a round in the chamber. Caine takes the clip out, but you need to pull the slide back again to take that round out. Caine could've easily shot Chauncy, himself, or someone else at the party when he pistol-whipped him.
Caine= irresponsible pistol-whipper. -

I thought this too, though conversely wouldn't the gun actually hurt less if it didn't have the heavy, metal magazine in it? Don't Glocks have polymer grips? It would be like hitting someone with a TV remote. Chauncy saying "Ow! Cut it out!" possibly wouldn't have had the emotional impact.
I suspect that is why Caine suddenly and mysteriously swaps it for a Beretta when the beating commences. Forward planning. Good work homie. -

Yes you are right. Pistol whipping with a polymer framed pistol isn't very smart/logical. With an empty magazine well, it makes it even less effective. Then again, these characters are supposed to be behaving irresponsibly.
