My wife and I just watched the first half last night on Netflix
the line went something like

• what about International terrorism?
• do you really expect us to roll out the tanks for a bunch of guys blowing up cars?

I think the point of that scene is that terrorism is what they SHOULD have been taking seriously instead of declaring war against Canada
