Think about it.
First of all Andy would have been overcome by methane gas in the sewer pipe and died in there.
Then when or if they somehow would have gotten his body out the Warden gets his ledger back and it goes on business as usual.
As for Red, he is still in prison because you try telling off a parole board like that and see where that gets you.
Now let's pretend for the sake of discussion that Andy does by some miracle survive the sewer pipe, gets out and escapes with the money etc.
The DA is not going to go after the Warden and Hadley. They would still be working at the prison with their jobs and lives intact.
This is a ledger with hand written numbers that can all be made up.
The DA will look at it and go, "This is from an escaped con who faked all this because he had a grudge. Throw it away."
Even if they check out the names, such as those who bribed the Warden, they will deny everything.
The one key witness is gone. The witness they will need to build a case around to convict.
Since Randall Stevens existed, as Andy explained to Red in the library, as far as the DA is concerned he was real and he withdrew all of his money legally so there will be no investigation into him.
There was no witness to Tommy's murder except for Hadley and they warden and they will say he was shot trying to escape.
The DA won't even bother with this because they know this will get laughed out of court.
So there you have it.
At the end Andy is dead.
Red is still in prison.
The Warden is still alive and Hadley still has his job.
Nothing but fantasies of Red.

I don’t think it’s a fantasy Red was paroled, that really happened. And Andy did escape by that logic. The part that could be fantasy is him finding Andy on the beach. In the book it ends with him riding the bus to Mexico and dreaming about the ocean, you never know if he finds Andy or not

As someone who use to be a sewer dweller I can tell you that's bullshit. You do need to measure the gas levels before going down a manhole for safety reasons. The methane is mostly an explosion risk. Carbon monoxide and hydrogen sulfide are the ones that kill you. But 95% of the time they're at safe levels even without ventilation. Where you have problems is usually going to be pipes that have a blockage or ones further downstream where the bacteria has had time to start breathing down the sewage in toxic gases. Being that close to the source his biggest risks would be e coli and pink eye.

Based on the above I would say he very likely died in there.
If I want to think he died, then he died since it is a movie and every scene in every movie is always open to one's own interpretation.
