Will Randal's doctor explained that the wolf usually isn't evil unless the person that gets bitten is already evil. Stewart had been putting up a front all along, pretending to be a "nice guy". Then once he was bitten his true colors came to the surface so he had been evil all along.

He was indeed. He was trying to manoeuvre his way into Will's job whilst acting like his loyal protege and he was sleeping with Will's wife so yeah, not a nice guy.
