Seems to me this is something that gets overlooked or not talked about at all.
When he drops the flair into the oil it starts with the innocent old man.
Then everyone else on board is killed by the explosions, fire and the sinking of the ship if there was anyone left alive.
I know they are all working for a gang by perhaps not all of them are murderers.
Among them were a few children that we saw before.

It's a tiny bit like how not every Russian supports Putin's current war, or not every German thought eradicating Jews was a great idea.
Anyway: Considering how they wanted him dead for being a 'muto' freak and how they threat anyone else, maybe it makes sense that he would not mind getting rid of a society of murderous incestuous freaks that aptly call each other cousins. -

I don't see a reason for murdering ALL of those on that ship.
Perhaps some went on board out of a desperation to survive or kidnapped then forced into slavery.
And just because a little old man in a boat in the cargo hold of oil says, "Thank god," when he sees the doom of a fireball heading towards him does not make it right.
