The Number 23 is a laughable piece of stinking crap. The Perfect Storm is a waste of two hours.
But if you're talking about really horrible movies that don't even try, well, I just watched Mega Piranha last week, and it's almost unbelievable. -

As a big trash fan I've seen lots of horrid movies, bio-dome doesn't even come close to manos or monster a-go-go territory. I know these are rather cliche choices and reek of mst3k fanboyism but especially the latter one is absolutely dreadful. Stone the heretic but I think it's worse than manos.
Battlefield Earth is also pretty bad. Off the top of my head, the one movie that tops the list (not including original movies of tv channels) is american commando ninja, which afaik doesn't even have an imdb entry, unless it's under one of the million different titles all Hongkong Kung Fu movies seem to have. I second Hulk Hogan movies and House of the dead. I don't buy into the Uwe Boll BS, there are way worse directors out there (people are overtly pissed because mediocre videogames are getting exposed as such by his crude renditions of such and bad name harmless garbage) but that one I found unendurable. I've heard Boll made a movie about the holocaust, I'm excited to suffer through it.
When talking about so bad it's good I recommend Godfrey Ho, thunderkids and ninja demon's massacre are pure comedic gold -

I find this post erroneous. It is not a helpful critique of the film.
Further I find the opinion of the poster skewed and inaccurate, If you feel Gigli and Police academy are your litmus test for worst movies ever than I have some movies that will rock your world.
You should view the bargain bin import dubs of Sandy Frank, the slow plodding directing of Roger Coreman, or the vague, enigmatic, and unimaginative directing of Bert I. Gordon. Any one of these guys' movies would make Uwe Boll blush.
This subject should be phrased "Worst movie I ever saw" instead of made because of these factors.
It's a privilege to say "I know about the worst movies ever!" because you must sit through really awful bull$@@! for a few hundred hours total and even keep your eye out for new awful movies to educate yourself with. And it's not pleasant it is like being audio visually tortured with the part of your brain that puts sense to movie plots, but once all the torture and rehabilitative therapy is complete then you can really say "I know about the worst movies ever." -

Worth watching the 1rst 15mins to where a braless Joey Lauren Adams gets to knee that retard Pauly Shore in the balls, other than that Kylie Minogue aint never going to live this one down .
