According to a guy I know, Yvonne Zima, who played the little girl, was high on cocaine for a lot of the filming. Allegedly she would demand to be treated like a member of Congress on set, and would break camera equipment and burn huge rolls of film if she didn't get her way. Large portions of the film had to be refilmed as a result, and Brian Cox has gone on record stating she was, "a real piece of sh*t." Bierko's "bitch" line was unscripted, but given the severity of her actions throughout filming Harlin felt there was adequate justification for leaving the line in the finished film. Zima has mellowed in her later years, but the shadow of the filming of The Long Kiss Goodnight continues to follow her everywhere she goes.

The line reinforces that Timothy is a cold-hearted villain, particularly when we find out that he is Caitlin's father.
I find it really hard to accept that a 7 year old was running around on a film set, causing chaos, high on cocaine.
