Before Hoover injected Kenny with the drug/heroin Kenny said "You know I don't use that stuff."
Typical evil behavior. It was okay to hook a young girl and ruin her life, but he didn't want to get hooked himself.
It made you see why Alison Pond would fall for Hoover.
