As far as I can see in all the executive meetings we had from the military:
The Navy Admiral (unnamed)
General Al Kramer
General Petersen.
Petersen was the General of the Army or Air Force? He was asked to answer questions on equipping F-15's with thermite plasma and gave the go ahead for the attack so I'm assuming Air Force. This leaves Kramer as the General of the Army. Why was Kramer giving all the orders and taking phone calls from Hummel when he was equal to the other General and Admiral?

General Peterson was Air Force.
General Al Kramer was not a General of the Army because he was only a 4 star and I am assuming General Kramer did all of the talking because it seemed he had closer relationship with General Hummel (they both were on a first name basis). I believe General Kramer felt that he had a better chance at de-escalating the situation. -

This is what I thought as well. When Frank is talking about the missions he ran at one point Krammer goes "Jesus frank this is classified" so since Krammer knew this I assumed that Frank in some way reported to Krammer directly or indirectly. Since Frank was General I just assumed Krammer was General of the Army since Frank was marines.
Since I know nothing about the rankings; to be general of the army you would need to be 5 star? You referenced Krammer being 4 star.
I've watched this movie so many times I've been trying to dissect every minute detail. I was even trying to assume where the F-15's left given the flight time and speed that the Air Force pilot leader was communicating via radio. Haha. -

Ranking structure:
1 star = Brigadier General
2 star = Major General
3 star = Lieutenant General
4 star = General
5 star = General of the Army
When the F-15's were deployed, there were 6 of them and there is a scene where you see only 5.

Incorrect.
General of the Army, General of the Air Force are titles given to 5-star generals.

The Department of Defense has a chart of the US Officer grades in this link:

If you look near the bottom, General is the 4-star grade for Air Force and Army. Admiral for the Navy, and the highest grade for the US Marine Corps and Coast Guard. Under that is 5-star, and the titles are General of the Army, General of the Air Force, and Fleet Admiral. With the notation of "Reserved for war time only."
