I had the crappy dvd with the matted widescreen, and bought an Australian version of the blu-ray off amazon before it was released in the US, but neither is the same as the VHS tape. Has it ever been released with the extra gore since the VHS version?

I have just bought the german steelbook blu ray release which is called "Scream Quadrilogy Uncut".
I've yet to see if this really is uncut and contains previously edited scenes but I'm hopeful that it is. -

The VHS, laserdisc and Japanese DVD have the ‘unrated’ footage, but it has never been available on HD or 4K.
I made my own edit where I edited the SD unrated footage into the HD version, it blended OK because the early blu-ray version never had great picture quality.
But now they’ve released a 4K which looks amazing and it just won’t work with ****ty DVD footage, so I’ve accepted that it’s going to have to be the R-rated version from now on which sucks.
Maybe they could release an unrated 4K one day but it’s unlikely - Wes is dead, and Miramax was bought by Disney who have always had a ‘no unrated’ rule.
You can see the unrated footage here:
