No. The phone does not cut off. Jack hangs up. It's very clear. We watch him do it.
He does not nod to answer the Colonel's question ("Are you my friend?"). He is clearly disgusted. He does not look at the Colonel again; he hangs up the phone, hangs his head in disgust and sorrow, and leaves.
How you got the impression that the phone just "cut off" and Jack nods "yes" in answer I have no idea, but that is absolutely not what happened. (Much like it was absolutely not videos of cute little animals that got the Colonel sent to prison.) -

I mean he says he never touches them, but they found stuff at his house. How would that be animals? What could be illegal about anything with animals? He got that illegal animal porn? he get arrested for owing some animals, they did some tests and found out he was raping them?

It's obviously child porn and they even give you an example of his ways at the pool party when he comes with the 15 year old girl. You're supposed to pick up on that. It's kind of a precursor. Gives you insight into the character so when he ultimately does get arrested you already know he's a perv. It's establishing that with the pool party.

"Bestiality" is a crime that you MUST touch the animals to commit. Watching animals have sex is not a crime. Farmers, animal husbandry workers, dog and cat owners, etc. do it every single day–and even accept money to do it. (Which, btw, is not prostitution.)
There is NO crime in breeding animals, and/or filming them while they copulate. That is NOT illegal. The Colonel says he doesn't touch them. Therefore, he is NOT committing bestiality. He is a pedophile; he either creates child pornography or consumes it (or both), and since he specifically says he "doesn't touch them," it means he is creating it–otherwise he wouldn't have to specify that he's not touching the children he's photographing or filming.
It has absolutely nothing to do with cute little animals (why would the Colonel say that little animals are "so smooth?"). The Colonel was not arrested for filming gerbils getting it on (because that is NOT a crime, and it is clearly NOT what PTA was implying anyway). Period. End of story. -

The Colonel James is a great last role for veteran character actor and voice artist Robert Ridgely, who was rarely given much in the way of opportunities to do strong and meaty dramatic scenes like this one.
You've seen Guy Standeven in something because the man was in everything.
