Given his track record I'm assuming he did it in the dumbest, sloppiest, most openly corrupt way possible but at least in theory it's not a bad idea. If they really do plan on hiring specialists that absolutely can't be found in America then it's worth paying an extra $100k for. Better than the places that post a generic fake IT job for $20 an hour and then say "We can't find any qualified Americans, I need to hire a few dozen Indians."
