    The Fall
it's an incredible film, and contrary to what most people say, not only visually so.

No one has said the obvious one yet in relation to this film, Ghost World. 12 And Holding is somewhat similar I suppose and a fairly decent film too.

Clint Eastwood's "A Perfect World", although the kid in that story is a little boy, not a little girl.
Another great film which is somewhat similar, especially in portraying social class differences, seen through the eyes of a crazy kid who is falling back into his fantasy world in order to escape the horrible reality he lives in (and, similarly to Devon, ultimately resorts to violence in order to make his point), is Neil Jordan's "The Butcher Boy". Although, I must say, Devon is an angel compared to Francis Brady
