Why, knowing that Percy hated Dale, would the guards allow him to be in front of Dale's execution? After all, "We don't need these prisoners under any extra strain."

They offered him a deal. let him fry someone ( what he wanted) and he would put in for a transfer.

Because that's what Percy wanted and Percy told Paul as soon has they let him be up front he would leave. Then they threatened him later on after he "killed" Del's mouse that as soon as Percy was up front he would leave, Del just kind of happened to be the next to be executed but they wanted Percy gone ASAP
