This was the 1930s. In that era, what Toot was saying was bawdy and shocking to them like early Lenny Bruce stand-ups used to be for us. Nowadays we hear the word sh&t on TV programs and shrug whereas "damn" was shocking when first spoken in Gone With The Wind in 1939. Toot was quite risque in his rehearsal speech and the guards reacted accordingly. There isn't much that shocks us anymore.
